SB 2294 — The Two-Year Card + Telehealth + Fees
SB 2294 (2025) is the broadest of the 2025 expansion bills:
- Card validity 2 years (extended from 1 year).
- Telehealth permitted for initial certifications (previously only renewals).
- Application fee raised from $25 to $40.
- 60-day electronic non-resident card pathway.
The 2025 Expansion Package
HB 1203 (lozenges) + SB 2293 + SB 2294 together constitute the 2025 medical-program expansion package — the most consequential update since 2017 SB 2344. All three signed by Gov. Kelly Armstrong, who has supported medical expansion despite opposing recreational legalization.
Patient Impact
- Two-year card doubles renewal interval, reducing annual paperwork burden and renewal-fee frequency.
- Telehealth initial certifications address rural-county provider scarcity (especially Williston, where no in-person providers were certifying).
- 60-day non-resident card provides a pathway for visiting patients (particularly seasonal Bakken oilfield workers and tourism visitors).
- $40 fee remains modest relative to neighboring states’ programs.

- Renew at least 45 calendar days before expiration per § 19-24.1-05.
- Application via NDDHHS BioTrack at mmregistration.health.nd.gov.
- Out-of-state cards still NOT honored for in-state purchase.
- The 60-day non-resident pathway requires a certifying provider relationship.
